How Do Progressive Payments Work at Artisan 8, and How Do I Register?

Progressive Payments at Artisan 8 in One Line

The homes at Artisan 8 are sold under construction on the progressive payment scheme: the price is paid in stages that follow the works, from a 5% booking fee to a final 15% at the Certificate of Statutory Completion. The bank pays each stage from a loan once the buyer’s own share has been paid.

Repayments therefore begin small and rise as each stage is certified, because interest is charged only on the amount drawn.

The Artisan 8 Payment Stages

The stages and percentages follow the standard schedule for a building under construction under the Housing Developers Rules. The right-hand column gives the share of the price paid once each stage is reached.

Standard schedule as set out on the payment scheme page. Artisan 8 is an additions-and-alterations project on an existing building, so some stages may already be certified when a buyer books; their instalments then fall due on the timetable in the sale and purchase agreement.

Cash, CPF and the Loan Across the Artisan 8 Stages

The booking fee is paid in cash. For a buyer with no outstanding housing loan, MAS allows a loan of up to 75% of the price, so the buyer’s own share is 25%; at least 5% of the price must be cash and the remainder may come from cash or CPF Ordinary Account savings within CPF limits. Buyers with other loans face lower limits, set out in the post on home loans and TDSR.

Stamp duty is paid separately and early, within 14 days of the date of purchase; the post on stamp duty at Artisan 8 sets out the rates.

Expected Dates at Artisan 8

The developer’s factsheet gives 31 December 2028 as the expected date of vacant possession and 31 December 2031 as the expected date of legal completion. The 25% instalment falls due at the Temporary Occupation Permit and the last 15% at the Certificate of Statutory Completion; the dates that apply to a particular home are set out in its sale and purchase agreement.

The progressive payment calculator gives the sum and the estimated monthly instalment at each stage for a price and a loan you choose.

From Booking to Keys at Artisan 8

The journey has a clear order. The buyer is granted the option to purchase and pays the 5% booking fee. Within eight weeks the sale and purchase agreement is signed and a further 15% is paid, and stamp duty falls due within 14 days of the date of purchase. After that, each certified stage of construction brings a notice and an instalment, paid from the bank loan once the buyer’s own share is in.

At the Temporary Occupation Permit a further 25% falls due, and the final 15% at the Certificate of Statutory Completion. The developer’s factsheet gives 31 December 2028 as the expected date of vacant possession and 31 December 2031 as the expected date of legal completion.

What to Have Ready for Artisan 8

A few notes make the first conversation more useful: the home types and storey you prefer, a rough budget worked out on the TDSR calculator, your residency status and the number of homes you own, which decide the ABSD, and a bank’s in-principle approval if you have one. None of these is required to register; the showflat appointment page arranges a viewing once you are ready.
