Home Loans at Artisan 8 in One Line
Two MAS rules decide how much a bank can lend on a home at Artisan 8: the loan-to-value (LTV) limit, which is a share of the price, and the Total Debt Servicing Ratio (TDSR), which is a share of income. A buyer with no outstanding housing loan may borrow up to 75% of the price, provided monthly debt repayments stay within 55% of gross monthly income.
Both rules are set by the Monetary Authority of Singapore and apply to loans from banks and other regulated lenders. The figures below applied as at October 2026.
Loan-to-Value Limits for Artisan 8 Buyers
The limit turns on how many housing loans the borrower already has. Each tier carries a standard limit, a lower limit and a minimum cash share of the price.
| Outstanding housing loans | Standard LTV | Lower LTV | Minimum cash |
|---|---|---|---|
| None | 75% | 55% | 5% (10% in the lower band) |
| One | 45% | 25% | 25% |
| Two or more | 35% | 15% | 25% |

When the Lower Limit Applies at Artisan 8
The lower band applies when the loan tenure is longer than 30 years, or when the loan would run beyond the borrower’s 65th birthday. Where two people borrow together, the age test uses the average of their ages weighted by income.
A 31-year-old choosing a 35-year loan would finish at 66 and also exceed 30 years, so the lower band applies; a 45-year-old on a 25-year loan stays within 30 years but finishes at 70, so it applies too. Choosing a tenure within both limits keeps the standard limit.
The TDSR Test for Artisan 8 Buyers
TDSR limits all monthly debt repayments, the new loan included, to 55% of gross monthly income. Lenders test the new loan at a medium-term interest rate, the higher of 4% and the thereafter rate, which is the highest rate the lender offers during the loan tenure, rather than the quoted rate, so that a later rise in rates remains affordable.
| Rule | As at October 2026 |
|---|---|
| TDSR limit | 55% of gross monthly income |
| Interest rate used for the test | The higher of 4% and the thereafter rate |
| Variable income, such as commission or bonus | Averaged over 12 months, then counted at 70% |
| Fixed salary | Counted in full |

Car loans, other property loans and minimum card repayments are taken off first, and what remains is converted into a loan amount. The TDSR calculator applies these rules for one or two borrowers.
Cash, CPF and the Booking Fee at Artisan 8
The 5% booking fee is paid in cash. On a 75% loan, the buyer’s own share is 25% of the price; at least 5% of the price must be cash, which the booking fee covers, and the rest may come from cash or CPF Ordinary Account savings within CPF limits. The payment scheme page shows how the loan is drawn stage by stage, and the housing loan page sets out the same rules as a reference.
How TDSR Is Worked Out for Artisan 8
The method has four steps. Add up the gross fixed monthly income, with variable income counted at 70%. Take 55% of that total. Subtract the monthly repayments on every other debt, which leaves the monthly amount available for the new loan. Then convert that amount into the largest loan it supports at the test rate over the chosen tenure, using the higher of the 4% floor and the rate the lender offers for the later years of the loan.
Nothing in that sequence depends on the price of a home, which is why the working can be done before a home is chosen. The TDSR calculator runs the same method on the income, debts, tenure and rate you enter, for one or two borrowers, and a bank’s own assessment decides what it will lend.
Joint Borrowers at Artisan 8
Where two people borrow together, their incomes are added and their debts are added, and the TDSR test is applied to the total. For the loan-to-value age test, MAS uses the average of the two ages weighted by income, so a younger, higher-earning borrower can keep the standard limit for a longer tenure than the older borrower could alone.
One or Two Loans at Artisan 8
A buyer who already has a housing loan, for example on a home being kept, faces a lower limit: 45% of the price with one outstanding loan and 35% with two or more, with at least 25% of the price in cash. Any other debt repayment also reduces the room under the 55% limit. A buyer who plans to sell an existing home first should therefore ask the bank which position its assessment will use.
Preparing Before Viewing Artisan 8
Many buyers obtain a bank’s in-principle approval before they view. It states how much the bank is willing to lend on the information given, subject to final approval and a valuation, and turns the stamp duty, booking fee and cash share into firm numbers. Each bank sets its own terms and validity period.
