Stamp Duty at Artisan 8 in One Line
A buyer of a home at Artisan 8 pays Buyer’s Stamp Duty (BSD) in six bands from 1% to 6%, and may also pay Additional Buyer’s Stamp Duty (ABSD) of 0% to 65% depending on residency and the number of homes already owned. Seller’s Stamp Duty (SSD) applies only if the home is sold within four years.
BSD and ABSD are payable within 14 days from the date of purchase, so they sit at the front of the budget with the booking fee. The rates below are those IRAS published as at October 2026.
Buyer’s Stamp Duty Bands at Artisan 8
BSD is charged on the purchase price, or the market value if higher, in marginal bands: each rate applies only to the slice of the price within its band, and the duty is the sum of the slices. The residential bands have applied since 15 February 2023.
| Portion of the purchase price (in dollars) | Rate |
|---|---|
| First 180,000 | 1% |
| Next 180,000 | 2% |
| Next 640,000 | 3% |
| Next 500,000 | 4% |
| Next 1,500,000 | 5% |
| Amount above 3,000,000 | 6% |

How the Bands Add Up at Artisan 8
Each band is charged on its own slice only. A purchase that fills the first four bands pays 1% on the first slice, 2% on the second, 3% on the third and 4% on the part that falls in the fourth, and the four results are added together. Nothing is charged at a higher rate on the slices below it, which is why the total is always lower than the top rate applied to the whole price. The stamp duty page sets out a worked example, and the figure it uses is illustrative, not the price of any home at the development.
ABSD is different: it is a single rate on the whole price, so the rate that applies to the buyer’s profile is multiplied by the full amount. A Singapore Citizen buying a second home is in the 20% row, and a Permanent Resident buying a first home is in the 5% row. The stamp duty calculator works both out for a price and a profile you choose.
ABSD for Artisan 8 Buyers
ABSD is added to BSD. For individuals the rate depends on residency status and on how many residential properties are already owned at the date of purchase; foreigners and entities pay a flat rate. The current rates took effect on 27 April 2023.
| Buyer profile | First home | Second home | Third and later |
|---|---|---|---|
| Singapore Citizen | 0% | 20% | 30% |
| Singapore Permanent Resident | 5% | 30% | 35% |
| Foreigner | 60% | 60% | 60% |
| Entity or trustee | 65% | 65% | 65% |

Certain married couples with at least one Singapore Citizen spouse may qualify for remission or refund of ABSD, and the conditions are strict; IRAS sets them out.
Seller’s Stamp Duty and Artisan 8
SSD is paid by the seller, and only on a residential property sold within four years of purchase. For homes bought on or after 4 July 2025 the rate is a share of the price or market value, whichever is higher.
| Holding period at sale | SSD rate |
|---|---|
| Up to 1 year | 16% |
| More than 1 year, up to 2 years | 12% |
| More than 2 years, up to 3 years | 8% |
| More than 3 years, up to 4 years | 4% |
| More than 4 years | No SSD |

Which Duties Apply to Which Artisan 8 Buyer
For a Singapore Citizen buying a first home, BSD is the only duty at the point of purchase. For a Singapore Citizen buying a second home, ABSD of 20% is added, and for a third home 30%. A Permanent Resident pays 5% on a first home, 30% on a second and 35% on a third and later. A foreigner pays 60% on any home, and an entity or trustee 65%.
The number of homes counted is the number already owned at the date of purchase, so the profile that matters is the one on the day the option is exercised. Seller’s Stamp Duty is a separate matter that arises only on resale, and it falls on the seller.
Planning the Cash for Artisan 8 Stamp Duty
Stamp duty is paid in cash and falls due early, within 14 days of the date of purchase, so a buyer budgets for it alongside the 5% booking fee rather than leaving it for later. The two together are the first calls on a buyer’s funds, and the instalments tied to construction come afterwards.
