Apex Asia and Artisan 8
Apex Asia Management Group is a Singapore developer co-founded in 2023 by Li Jun, its chairman, and Jocelyn Tan, its group chief executive, as EdgeProp reported in August 2025. Li Jun was previously executive chairman of Qingjian Realty, where he led projects including Jadescape, the 1,206-home condominium on the former Shunfu Ville estate completed in 2022, and Natura Loft at Bishan Street 24 — both a short distance from Sin Ming.
Since late 2023 the group has bought several development sites. Artisan 8 is the former Sin Ming Centre, acquired in a collective sale in April 2024. Food Point @ Tai Seng redevelops the former Noel Building at 50 Playfair Road as a 12-storey ramp-up food factory, and in January 2025 Apex Asia joined a consortium that acquired the Dairy Farm Walk land parcel.

Artisan 8 Design Team
M&Y Design Architects is both architect and interior designer of Artisan 8, carrying one hand from the facade to the fittings. The renders show the existing four-storey frame refreshed with light panelled facades, framed windows with dark mullions, and a row of glazed shopfronts at street level under a covered walkway.
ANT Consultants handles the civil and structural engineering, United Project Consultants the mechanical and electrical services, and Top Star Builder is the main contractor.
How Artisan 8 Renews Sin Ming Centre
Rather than demolishing the former Sin Ming Centre, the developer is carrying out additions and alterations to the existing building, as the approved development description sets out: shops, restaurants and a supermarket on the first storey, residential flats above, and the attic and basement car park retained. The schedule of strata units for the 34 homes and eight commercial units was approved on 29 July 2025, and the developer expects vacant possession by 31 December 2028.
